The procedure for obtaining a second pension for military personnel in 2018

Upon reaching a certain age and length of service, each citizen of the Russian Federation is entitled to a pension, which helps to have a decent rest in the remaining years. Former military personnel are not an exception to this rule, and therefore also have the opportunity to receive financial assistance from the state. At the moment there are about 3 million pensioners in the country who have dedicated themselves to the country, but despite the huge amount of funds annually spent on the needs of the military complex, the pensions charged by the former military leave much to be desired.

That is why the Pension Fund of the Russian Federation has the right to assign a second pension to this category of citizens, which becomes an additional support for those who, after military service, worked in a civilian. Requirements for obtaining these funds are constantly changing, so it is important to know which reforms have affected the procedure for applying for payment and its accrual.

Who is entitled to a second pension

Currently, there are three types of pensions that the Ministry of Defense of the Russian Federation appoints to former military or members of their families:

  • seniority payments;
  • pension after loss of the breadwinner;
  • disability pension.

Military service is a dangerous activity, so it is almost impossible to find particularly elderly people in the army. To receive a retirement pension, a man needs to serve 20 years under normal conditions or 10 years in special conditions. That is why most military pensioners are quite young in the general pension mass. Often, the payment is due to them upon reaching 45 years of age.

The average age at which the retired military leaves the service allows a person to continue to fruitfully continue to work on the chosen civilian specialty.

All this made it possible for them to receive upon reaching the normal retirement age (60 for men and 55 for women) of the second pension.

In order to be able to officially receive payments from the Pension Fund, several conditions must be met:

  1. After retirement, a former soldier, becoming an individual entrepreneur or employee of an enterprise, is obliged to register under the compulsory pension insurance program. He must be issued an individual SNILS card, which will become his main document, which will help him receive a pension in the future.
  2. Reaching retirement age.
  3. After military service, civilian experience must necessarily be - for 2018, the law requires that you have at least 9 years of experience in civilian work, and it will subsequently increase by one year until it reaches 15 years.
  4. At the time of reaching the general retirement age, a former soldier is obliged to have a minimum score of 13.8 - if he does not reach this figure, then he is not entitled to a pension.

The calculation procedure for military personnel after 55 and 60 years

55 and 60 years are considered the common retirement age for citizens of the Russian Federation. These figures are presented respectively for women and men. Upon reaching this age, they are entitled to receive a second pension, the amount of which is completely independent of the basic military benefit.

It is quite simple to calculate the amount due, especially if you know exactly the number of points accumulated during the work and their total cost (it is determined on the day on which the pension was granted). The formula is quite simple: the number of points must be multiplied by the cost of one point - the amount received will be the size of the second pension.

For 2018, the cost of one point was assigned in January, it stopped at a figure of 81.49 rubles.

  2. On the website of the Pension Fund of the Russian Federation, you can make a personal account. What documents are needed

In order for the employees of the Pension Fund to consider the application for the appointment of a second pension citizen, it is required to simultaneously provide a number of mandatory documents:

  1. A passport confirming the identity of a citizen of the Russian Federation or another registration document.
  2. SNILS (individual insurance certificate).
  3. Pension certificate or other document confirming the military service of a person and the presence of a mandatory military pension.
  4. Employment record with a recorded experience of work in a civil enterprise. If there was a job before 2002, then a certificate from the archive or from the employer is required, in which the salary for 60 months of consecutive work will be fixed.
If there are any, attach documents confirming the change of surname or other data, a certificate of a disabled person or information about dependents or minor children.

At the time of presentation, all documents must be original. In addition, you must first fill out an application. It is rather simple to receive the form in the department of the Pension Fund or on the Internet site. It is required to specify all passport data, personal information and a request for a pension calculation.

Employees of the state body are given 10 days to consider the application, after which, with a positive response, the amount of the second pension is charged, which is issued taking into account the date of application.

The right to a second pension can also be obtained by relatives of military retirees. This is a fairly new introduction, which appeared only in 2017. The spouses of former servicemen, dependents, small children, children with disabilities or those studying at the university can receive the money.

Such a payment is considered a pension for the loss of the breadwinner, and to receive it, you must comply with 2 requirements:

  • the pensioner did not die as a result of the injury sustained during the years of service;
  • he has at least 30 days of civil service.

The calculation of this accrual is based on the same formula as the standard second pension. If the term of civilian work is small and there are not enough points, then the social benefit may be equal to the subsistence minimum, however, depending on the region of the country, the amount of money can be very different.

To receive a second pension, relatives of military retirees need to collect the following documents:

  • passport, child’s registration certificate and other identity documents;
  • certificate of registration in the mandatory pension insurance program;
  • certificate confirming the death of a military retiree;
  • a document that indicates the presence of a basic military retirement pension;
  • certificate of the number of the deceased civilian work experience;
  • documents confirming the relationship of the applicant with the deceased.

In general, the second pension is not a huge payment, but it may be a kind of help for the former military or his family to the principal amount received for military service. In general, it does not represent a huge financial value, it shows the state’s apparent concern for the elderly more.

Modern pension legislation with constant reforms and budget deficit regularly undergoes changes that are extremely difficult to keep track of. In addition, the second pension is reduced by the fact that the fixed part is not added to it at all, therefore, in general, it is just a small bonus.
